Doping is a criminal offense in Italy, and thus, Winter Olympic athletes who use illegal substances can be arrested if caught. The International Olympic Committee (IOC), while understanding of Italian laws, has uncsuccessfully negotiated a temporary relaxation of these laws during these Games. To assure Italian government officials of its own concern and potentially head-off any "raids of the Olympic villages" by Torino police, the IOC will be conducting over 1200 tests - a whopping 71% over the Salt Lake City Olympics in 2002.
